About the committee

The United Nations Human Rights Council (UNHRC) is an intergovernmental body within the United Nations system responsible for the promotion and protection of human rights around the globe. Established in 2006, it replaced the former Commission on Human Rights and functions as a subsidiary organ of the General Assembly. Composed of 47 member states elected by the General Assembly, the Council addresses violations of human rights, provides recommendations, and promotes universal respect for fundamental freedoms. It meets three times a year in Geneva, Switzerland, with the ability to convene special sessions in response to urgent crises. At JBCN Oshiwara MUN 2025, the UNHRC will deliberate upon the impact of proxy wars as contributing factors to mass pogroms and the systemic persecution of minorities, particularly in the MENA region.

The agenda explores how foreign-backed conflicts in countries like Syria, Yemen, and Iraq have created power vacuums and humanitarian catastrophes, where ethnic and religious minorities are often the first victims. Proxy wars, driven by competing regional and global powers, have fueled sectarian violence, displaced millions, and normalized human rights abuses under the guise of political struggle. Delegates will be expected to assess both the direct and indirect consequences of these interventions, while considering the international community’s responsibility in preventing targeted violence. The committee must work toward building frameworks that reinforce minority protections, demand accountability from involved actors, and uphold the core values of human dignity and justice.
